Your fren list is a signed record on the chain, so it is yours and anyone can read it. Balances come from the chain too, where they were always public. Nothing here publishes anything about anybody; it adds up what is already there.
A balance covers every address someone has signed for, because most wallets keep money somewhere other than the key they sign with. Looks low? That wallet has not told the network about the address the money is on. /api/economic/#N/addresses shows what a total is made of.
